Mouse-over fires PlotView.OnPaint
Painting can be expensive, especially if there is a lot of annotation and multiple series, so perhaps moving the mouse over a plot without hovering (tool tip) or clicking shouldn't be forcing Paint events. If there is no business need for re-painting as the mouse moves over OxyPlot, then I'd be inclined to avoid that event?

Does this happen in the examples? Is it related to the tracker?
Could we render to a bitmap when the plot has been changed and draw the bitmap in the OnPaint?
I'm suspecting this is related to improper usage of Updates or similar commands on our part. I'd close this bug\idea as a user error as I don't think it is general, thanks.
